He searches far and wide for any way he can become human and make his dreams come true, but to no avail. But, despite loving his caretaker and wanting to spend his life with them, he is discontent, and desires to become human. Toro Inoue is a naive white cat, and he lives a carefree life with his caretaker in their apartment in Japan. The story is separated into pages, and each page usually has three episodes. It serves as something of an origin story, as it shows how Toro met many of his friends and sets the stage for Mainichi Issho. The story takes place after the events of the first game, Doko Demo Issyo, and before Mainichi Issho. The most prominent feature of Toro! Let's Party! is the story mode, in which the player unlocks mini games by going through a story. In Story Mode Toro Inoue leaves his owner during the events of Doko Demo Issyo and goes out to meet the Crescent-Scar Cat but instead meets another black cat named Kuro and gives Toro a Memory Diary which he had receives from Crescent-Scar Cat he tells him If you fill the Memory Diary with Thank You's your dreams will come true and thus Toro and Kuro Traveled to get as Many Thank you's so Toro can become human. There are 33 minigames in total, and there is a solo score attack mode where the player attempts to get the highest score they can within the minigames, with Playstation trophies and entries in the gallery as potential unlocks for high scores. Many of the games are fairly simple, and uses a combination of button and motion controls, utilizing the DualShock controller's motion sensors.
Some of the mini games are cooperative, where the players must work together to beat the game. Toro! Let's Party! is a party game that had a collection of minigames that can be played some games can be played with up to two or four players.
